A rooftop compound located at one of the highest points of NeoTokyo is home to the City's most notorious and powerful Yakuza boss, tucked away in the safety of his personal fortress. Once known for his widespread influence over the City's politicians, union workers, and law enforcement, he infamously ruled over NeoTokyo for decades with a ruthless attitude that saw his organization amass power never before seen by a criminal outfit. However, his grip over the City has loosened with age, causing a power struggle within NeoTokyo's Criminal underbelly as different gangs fight to exploit his decline to their benefit. Following a string of attacks against small-time enforcers by rivals going unavenged, many high-ranking members of his organization have defected to start their own criminal syndicate. As a result, the Oyabun has grown paranoid about an impending attack on his life and has summoned a large force of his most trusted advisors and enforcers to his Villa in the event that he is to be the target of an assassination.
