The apartment of a former detective for the NeoTokyo Police Department who, after becoming disillusioned and refusing to cover up the corruption of one of his commanding officers, was framed and forced into a life of hiding in lower reaches of the City, and has become a recluse in his apartment in order to avoid prosecution.
